Titre : Blind spots in agri-environmental governance: some reflections and suggestions from Switzerland Type de document : Article Auteurs : Jérémie Forney, Auteur Année de publication : 2016 Article en page(s) : 1-13 Langues : Anglais (eng) Français (fre) Catégories : [Motbis 2025] agriculture durable
[Motbis 2025] alimentation
[Motbis 2025] gestion de l'environnement
[Motbis 2025] politique socialeNote de contenu : Attempts of making our food systems more sustainable have (partly) failed. Food production still contributes significantly to biodiversity losses, global warming and depletion of natural resources. Based on the postulation that this failure in the governance of environmental issues in agri-food systems relates notably to social and cultural aspects, this paper explores the literature in the social sciences looking for explanations. A first statement is that research around agri-environmental governance (AEG) issues remains globally split into two subgroups, one focusing on public policies and the other on the civil society or market aspects of environmental certification, with very little exchange or transversal analysis between the two. Drawing on the literature and on long-term fieldwork and research in Switzerland, I identify three dimensions of AEG that open new paths towards more sustainable food systems: an encompassing approach of the food system; the encouragement of collective knowledge creation and the promotion of autonomy. Joining other emerging scholarships, this paper calls for developments in the research on AEG that produce encompassing theoretical frameworks, which transcends pre-existing categories in order to allow new conceptualisation of governance practices in complex or hybrid systems. The integration of the food, knowledge and autonomy dimensions should help in creating innovative and transformative governance instruments.

[Motbis 2025] productivité agricoleNote de contenu : This paper investigates how the various changes in the policy supporting agriculture in the European Union, i.e. the Common Agricultural Policy (CAP), and various types of subsidies (investment, production and rural development) affected the technical efficiency and productivity change of farms in France between 1990 and 2006. Three types of farming—field crop, dairy and beef cattle—are considered. Comparison of efficiency across periods indicates a significant reduction in efficiency in the period following the first CAP reform (1992 MacSharry reform) but an improvement in efficiency change. Econometric results related to the effect of subsidies on efficiency scores (with fixed effect models) and productivity change indices (with ordinary least squares) give ambiguous findings. The effect of a particular type of subsidy was found to be negative or positive depending on the sample’s production orientation and on the performance considered. Several methodological recommendations are drawn from the analysis for future research.

[Motbis 2025] SénégalNote de contenu : This paper analyzes the relationship between health expenditures and productivity in Senegal by using a dynamic recursive computable general equilibrium (CGE) model that has been run from 2011 to 2020. This model links the growth rate of agricultural productivity to household investment in health goods taking into account catastrophic health payments considered as barriers to achieve maximal productivity gains. In fact, despite being a potential catalyst for productivity, out-of-pocket health expenditures can be a burden after a critical threshold has been crossed and might potentially decrease household resources and place constraints on the productivity-generating process. Results show a positive impact on poverty reduction when the Government reduces the burden on households by financing catastrophic payment overshoots. Lower health costs also appear to improve households’ well-being, especially in the case of agricultural households. These results suggest the need for policies which will reduce the health system’s reliance on out-of-pocket payments and demonstrate that health programs should reach the most vulnerable households. The effectiveness of poverty-orientated interventions can be increased by targeting households incurring catastrophic health expenditures.

[Motbis 2025] risqueNote de contenu : The use of modern agricultural inputs has been cited as a major factor for increasing productivity in most sub-Saharan African countries. A wide range of variables influence the adoption of such inputs. It is important to identify these variables in order to ensure the implementation of more effective programmes to promote the use of modern inputs. This article examines the determinants of adoption of three new agricultural technologies (improved maize seeds, inorganic fertiliser and pesticide) by corn producers in the west of Cameroon. Rather than the univariate probit model which is commonly used, the multivariate probit model is employed to take account of the correlation between the disturbances of the three adoption models. The results indicate that the decision to adopt agricultural innovations is significantly influenced by farmers’ education, income and risk perception as well as farm size. Therefore, policies aimed at setting up sustainable risk management markets, increasing the level of education of farmers and their access to credit could greatly promote the adoption of agricultural innovations by farmers of Cameroon in general and in the western region in particular.
